Before joining Summa in 1999, Ms. Hubley was employed with the federal government for over ten years and has extensive knowledge of the Canadian political process. She was a senior advisor to several federal ministers. In the Ministry of International Cooperation, she served as senior special assistant responsible for the relationship of the Agency with the private sector, non-governmental organizations and the Department of Foreign Affairs and International Trade. In addition, she assisted businesses to broaden their involvement in the developing world through the industrial cooperation (CIDA Inc.), bilateral and multilateral programs.
In the Ministry of Public Works and Government Services, she served as senior advisor on projects involving Defence Construction, Canada Post, Royal Canadian Mint, Canada Mortgage Housing Corporation, Canada Lands Company Ltd., Vieux Port de Montreal, and Queen’s Quay. With her experience in government, she is able to provide Summa clients with strategic advice on a wide variety of issues.
Ms. Hubley also assisted Canadian business on international trade matters. She served as an advisor to the Minister for International Trade. As the Minister’s representative on the twenty-one Sectoral Advisory Committees for the North America Free Trade Agreement, she has a broad understanding of trade promotion and trade policy issues in Canada’s most important export sectors including agriculture, forestry, culture, transportation and environment.
